Windows Server 2003 Lost CTRL+ALT+DEL

I have a client that has an issue with a Windows 2003 Server.  They had to move the server on the rack so they shutdown.  When they rebooted the system back up they were able to log on just fine.  Normally the server will lock out on it's own and you need to hit the CTRL+ALT+DEL to gain access again.  Well currently when you go to the server you have mouse control but a blank blue screen that is missing CTRL+ALT+DEL box.  The server is functioning just fine as it's the email server.  I can also Remote Desktop the server just fine.  I just haven't ever seen this type of behavior.
