Email getting rejected but I'm not sure who is at fault

I have an outside user trying to send us an email. Their email gets rejected back to them with a message similar to the following:

Your message wasn't delivered because of security policies. Microsoft Exchange will not try to redeliver this message for you. Please provide the following diagnostic text to your system administrator.

The following organization rejected your message:
MAILSERVER.ourdomain.com.

________________________________
Sent by Microsoft Exchange Server 2007

Diagnostic information for administrators:

Generating server: bigfish.com

PS - Our server does not have a spam filter that rejects anything and we are running exchange 2003.
