Exchange 2007 in test environment without AD restore

I want to set up a test environment completely seperate from our regular network.  I have been trying to restore AD on a test server but it just isn't working.  After a few days of trying and loading 2003 Server many times, I finally gave up.  It just seems much easier and faster to create our users (30) manually instead of trying to restore AD.

I found this article on Exchange 2007 and how to recreate the user accounts in AD from the Exchange database.

Is this the best way to go?  I have one test server available to setup as a Windows 2003 DC, DNS and DHCP server and one x64 PC to use as a Exchange test server.  Any other suggestions on how to set this up are very much appreciated.
