Problems accessing shares on Windows Small Business Server 2003

Good Evening,

I am having a problem on our server running Small Business Server 2003. This happened after applying the gold disk (if you know what it is you know my pain)

The problem is users from the network are unable to access shares and exchange server. They are able to authenicate to the server and login and logoff fine. They can ping the server by IP and hostname so no DNS issue.

from dos prompt:
net use p: \\server\public      
 ""Logon failure: user account restriction. Possible reasons are blank passwords not allowed, logon hour restrictions, or a policy restriction has been enforced."

Users who are added to administrator group can access the shared folders fine. I have looked through default domain policy and cannot see anything. I have also checkedut the default domain controllers policy. I see no policy that has been enabled that would interfere (as far as I can tell). I have also looked at the security policy and I have the right groups on Allow access computer remotely. I have also looked under the HKEY_LOCAL_MACHINE, SYSTEM, CurrentControlSet, Services, LSA, and I checked the allow anonymous passwords and its set to 0.

Any ideas? What else can I check or disable to allow normal access again?
