User Configuration settings are not applying
I have made some settings in User configuration in Group policy of Windows Server 2003 ent ed, SP1. My all clients are Windows XP, but the settings done under Computer Configuration is applied, but the settings under User Configuration is not applied. I have tried gpupdate /force command also. Restarted the server, clients, login/ logoff, everything. Please suggest me what to do now. ???
Have you chnaged the default policy? What chnages did yo make ?
Have you created a new policy ?
Have you actually linked the GPO to the OU where the users accounts are located ?

I have not changed the default domain policy, instead created a new GPO and enforced it also and link enabled also. I have downloaded GPMC and installed also.
Any errors under the Event logs?
How did you get on with the client-side troubleshooting tools I suggested?
We need details of:
1. Whether or not the policy applies to clients (as far as clients see it). That can be done using rsop.msc or gpresult.exe as detailed above.
2. Details of any errors logged in the Event Log for policy application.

How were these machines imaged? Out of the box, Ghost Acronis ??
Not a very promising start :)
Did GPResult return anything more interesting? And are you getting errors in the Event Log?

On the basic level you should, of course, verify that the policy applies to the user account objects and that policy inheritance has not been blocked on the OU in question (preventing the policy applying). If you don't have the Group Policy Management Console you should get it from here:

There are a number of tools you can use for client-side troubleshooting (in addition to checking the Event Log for errors).
The Resultant Set of Policy tool is accessible by running:
rsop.msc
It shows the policy settings that have been applied and the source policy in the same view type as you see when setting the policies. It will also show policy errors if you open the properties for either User Configuration or Computer Configuration then select Error Information.
Then you have GPResult.exe. Run on its own (from the command line) it provides simple summary of the policies which are applied. Running it as "gpresult /z" (super-verbose) will show both policy names and all settings that have been applied.
