NIC card w/ static IP "aquiring network address"??

I'm troubleshooting one of three NIC's on a remote XP Pro machine (all set to static). One is embedded, the other two are PCI. One of the PCI NIC's will show a status of 'network cable unplugged', 'acquiring network address', and then show 'connected for a matter of seconds before showing 'unplugged' again. It will do this like a continuous cycle.

How does a NIC with static address need to 'acquire network address'???

I'm limited on troubleshooting options:
1) I can't change the IP on the embedded NIC as I won't be able to remote in.
2) The other PCI NIC is pulling data and too critical to switch over for ruling out.
3) This machine is at an un-manned site.
4) This machine cannot get to internet as it's on private network and I only connect via VPN

Any thoughts or steps I can take in troubleshooting remotely? I'm 9 hours away from this site. Thanks everyone

Thanks to both contributers for the great tips. Turns out the RJ45 port on the NIC was faulty. If anything, I now have a good set of diag. tools along with better understanding of where to start next time. Thanks again.
