Increase email size in SBS 2008

We need to increase the maximum message size in our SBS 2008 system.   Right now we're at the default 10200 KB level.  We'd like to increase that to 42000 KB.  Currently we use the POP3 connector to receive incoming mail, and send out via our ISP, Comcast.
I've changed the Exchange Management Console > Organization Configuration > Hub Transport > Global Settings > Transport Settings > Properties > Transport Limits changing Maximum Receive and Send size to 42000 KB.  
I also changed the Exchange Management Console > Server Configuration > Hub Transport > Default Server Properties > Maximum Message Size to 42000 KB.  and  SBS Internet Receive Properties to the same setting.

We're still not downloading 15 MB messages from our POP3 accounts while we're getting everything else.  

What's next?

This likely could be a limitation from whoever is your ISP.  Not 100% sure of that but I do know RR here in town used to cap attachment sizes to around 10MB.  Not sure if that is true for Business accounts and such but you may want to give them a call just to play it safe.  Hate to see someone making all kinds of changes when the problem has nothing to do with their configuration!!

I am having the exact same problem, and I am sure that it is not a problem with the ISP.  Before migrating to SBS 2008 a few weeks ago we were able to receive large emails using the pop3 connector just fine, and we have set up some users.  

The get-transportconfig cmdlet in the exchange shell reports max message size as 30mb,
get-receiveconnector | list reports the Default SERVER maxmessagesize as 30mb and Windows SBS Internet Recieve as 30mb.

It appears that there has been no activity on this thread for 10 days.. should I start a new post since I am not the author?

I agree that it is not an ISP limitation.   We can send much larger messages through their POP3 interface.  This is still an ongoing problem for us.
How about making sure that the individual user quotas are large enough to account for the increase in mail attachment sizes?  I remember when I was setting up users there is an option for how large a users mailbox can be.  Perhaps that is what is limiting you.  IIRC, there are quota settings all over the place.  Personal folders, shared folders, email....could be in this area that you are running into your issue.  Hope that helps.

I appreciate the thought but each user's mail box is 2 GB in size and they're not even to 25% of that.   I don't think that's the issue.
Are you getting any errors in event viewer?  Is there a particular message the person trying to send the attachment is getting?  Also, I think from your original post you found this link but I will post anyway just to make sure:

Something else, you may want to look at restrictions on the POP connector as well.  I guess every connector in exchange 2007 has limitations so you may want to look at that.

I had already followed the instructions for setting the max message size that both of those links refer to, but I went ahead and did them all again just to be certain I didn't miss anything.

Here is the error in the event log:
Event ID: 210
One or more messages (1) were left in the 'cypress@republicrefrigeration.com' account on the POP3 server 'mail.republicrefrigeration.com' because they are larger than the maximum acceptable message size (the largest message is 22038992 bytes). You can either connect to the POP3 account and retrieve or delete the messages manually, or increase the maximum acceptable message size in Exchange Server.

Large attachments work fine from inside the organization.  It seems to be only the pop3 connector that will not download them.  The technet post indicates that the best troubleshooting resource are the NDR reports, but we are not getting any NDR's because our mail server is receiving the emails.  We just aren't able to pop them off of it with the connector.

Are you sure that you have all of the latest service packs and system updates for the server?  I have found a few references on the net with others having this issue but it does not seem as though anyone has found a real solution.  Perhaps it may be an issue that an update has been released to fix.  One user mentioned they stopped using the pop3 connector and started using the smtp connector and the issue went away.  Basically, at this point, I would be getting MS tech support on the phone if that is feasible.  I hope someone has an answer soon.

I have also had this problem, but I managed to fix it by doing the following:

1.  Increasing the limits as in the original post above-
 Exchange Management Console > Organization Configuration > Hub Transport > Global Settings > Transport Settings > Properties > Transport Limits changing Maximum Receive and Send size to 42000 KB.  
I also changed the Exchange Management Console > Server Configuration > Hub Transport > Default Server Properties > Maximum Message Size to 42000 KB.  and  SBS Internet Receive Properties to the same setting
2. But I also increased the limits on the other two Receive connectors as well:
Windows SBS Fax Sharepoint Receive
Windows SBS Internet Receive
After I did that - the offending oversize email downloaded.

I just re-read the original post and only just now noticed that you mentioned the SBS Internet Receive setiing in that - so modify my comment to read that including the SBS Fax Sharepoint Receive as well seems to fix it.

Having tested this further, it seems to work when the message limit on the Send connectors is set to only slightly larger than the large email to be downloaded.  If the limits are set to well above the message size, then the POP3 connector fails with a new message:
Cannot connect to the SMTP server 'localhost' on port 25. The error code was 0x800ccc0f.

I have tried telnetting to 'localhost' on Port 25 and it seems to work fine, so I am not sure what the problem is.  
This error only continues for as long as there is a large message in the POP3 boxes to collect.  If it is removed then the error disappears.

I had the same problem and found that under organization configuration\hub transport\transport setting properties\general there is a field titled transport dumpster Maximum size per storage group, this field must be set to the largest file size you will recieve even with all connectors set and mailboxes set to unlimited if this field is not set large enough for the largest message you intent to recieve it cannot be downloaded to the users mailbox giving an error message of 550 5.2.3 RESOLVER.RST.SendSizeLimit; message too large for this sender
Actually, you can do this without using geeky commands.

Just open E.M.C (Start > All Programes > Exchange Management Server > E.M.C

1. Expand Organization Configuration and click on Hub Transport.
2. Click on Global Settings, right click Transport Settings and open the dialogue box.
     (I have set this to 40248, original was 10 Gays :) )
3.  Expand Server Configuration and you guessed it, expand Hub Transport. Under Create Filters, right click the Server (CONTOSO)  
 4. Click on the Limit's tab. This is where you increase the time limit to whatever you want. Note the time is in seconds... the default is 300. I've set mine to 1080 (18 Min)
 5. Right click on Default Server (CONTOSO), Windows SBS Fax SharePoint & SBS Internet Receivers to increase the mailbox size

If this doesn't work for you like it did for us, i will eat my shorts!!
