Clock does not keep time

My server is windows 2003 and running exchange 2007. the server time zone is pacific. here is the problem:
it keeps resetting the time 1 hour back and it doesn't matter if i change it to correct time. for example, the current correct time is 10AM but the server time is 9AM, i sent an email, it would see it says 9AM but when you look at time stamp of the email it says 10AM.

if i stop Windows Timer service and reset the clock to correct current time for example 10AM, the clock keeps the time and it won't reset by itself but the problem is if i sent an email, i would see it's received at 10AM but when you look at email time stamp i would say 11AM, basically 1 hour ahead.

the server is pretty new so bios time or its battery is fine.

  I always set my servers to an external time source (assuming your server has a internet connection). Open up a command prompt and type in net time /setsntp:ntp.colby.edu

   This will continually sync the time on the server with the atomic clock at Colby university. AT that point sync the time on the workstations with the server.
