IEAK Internet Explorer 7 installer -- not consistently rebooting?

I created a custom IE7 installer using the IEAK.  The problem I'm having is, I've tried it on about 5 or 6 different computers (all different models, images), and it's not consistently rebooting at the end of the install like it should.  Some machines do it, while some just sit there.  I can't figure out why.  The only thing I could think of was on some machines, I was installing as an administrator while on some I was not.  So, on the same machines, I tried installing as administrator...still no good.

The other weird thing is, while configuring the installer, regarding the part where it gives you the choice of restart options -- "Default," "No Restart" or "Force Restart" -- both "Default" and "Force Restart" do the same thing.  "Default" should prompt me for a reboot, but it never does...it either reboots on its own, or not at all.

Weird situation.  Are all the systems you're working at the same levels?  Do some have admin access, others not?  Do some have update levels more current than others?  What about filters/settrings and so on.  How current are the end-user systems, and what levels of installer are you using?  Many other roadblocks come to mind, such as filters, viruscan settings/update levels, firewall settings and the like.
Too many variables without enough detail from you, but hope some of these thoughts help isolate/fix things.,

Well, all of these computers are very similar as far as updates, etc. are concerned.  They're all subscribed to a WSUS server where they all get the same updates, and they all have McAfee 8.5 with the most recent updates.  I downloaded the newest IEAK from MS, and I'm using the most recent installer.  No firewalls (no separate apps the the MS firewall is turned off).  This is pretty much a 'corporate' environment so we try to keep everything like that the same.

Most  likely, residuals from prior attempts or installations reside and conflict.  Were any previous Viruscan/Firewall types of applications fully uninstalled on all systems before doing this update/upgrade?
