Windows 7 - Start menu issue

Is it normal that there's no "open all users" or "explore all users" when I right click on my start menu boutton ? Also I cannot browse to "C:\users\username\Start Menu" Folder to organise my start menu. It says Access denied.

Windows 7 x64 build 7000 with all current updates, loged on with admin privileges.
