If you are using Outlook 2003 or 2007 then having 3Gb mailbox is Ok, although not recommmended. The best way is to do the archiving on the client machines, as it will automatically create a local pst file for the archive and present as a "folder" in their mailbox.

One issue with archiving is that if you save the archive file locally on the PC (default) you need to manually back it up on individual machine. If you move the archive files on a server it may have performance issue as it keeps retrieving through the LAN.

Also be aware that if you archive the email to a PST file then it will bloat by up to three times. So 100mb of email in Exchange can be 300mb in a PST file. Then you have issues of backup (as PST files over a network is not supported and corrupts the file) and a single point of failure.

3gb mailbox while a little large isn't unusual and I would still prefer to keep it inside Exchange for ease of data retention.
