Vista, Modem is installed, but can't be used

I have installed a brand new modem onto a Vista PC.  The modem was made for Vista and the drivers installed correctlly.  I  queried the modem and it works fine.  When I use network connections or Earthlink to set up a Dial Up network, the programs say the modem does not appear.  Although it is displayed in Device Manager.

Any Ideas?

Ok, I now have the modem installed and I am able to dail out.  However during connection there is just a modem connection sound, that goes in circles until it finally quits.  I have another laptop with XP and it connects on the phone line just fine.  Any ideas why it does not connect?

Ok, so the answer was simple and I am not sure why the ISP did not mention this before.  The numbers they have posted are old.  There are new numbers to try.  Numbers they have not posted any where.  Its a simple solution if there tech team new anything about it.
