Typically web proxies cache requested pages for a certain amount of time, that is, if one person behind the proxy downloads a certain page, the next person requesting the same page gets it from the cache rather than downloading it again from the source.
This is the best money I have ever spent. I cannot not tell you how many times these folks have saved my bacon. I learn so much from the contributors.
