Control VLAN access

We've created 4 VLANs on a Cisco 2821 router.  The VLANs are created off GE0/0 using GE0/0.10, GE0/0.20, GE0/0.30 and GE0/0.40.  We would like to deny access of the .40 VLAN to all other VLANs.  How do we go about accomplishing this?

Presuming you do not have any commonly 'tagged' ports for these VLANS then the others should not pass any packets to the .40 VLAN?

I"m not real good on the tagged versus untagged but I can tell you that someone in the .40 VLAN can access devices (servers) in the .10 VLAN.  I was hoping to be able to utilize ACLs but wasn't able to assign an access-group to the VLANs.
