how does exchange alert you when the global limit for Recipients per Message is set to 1000

I am trying to find out what my users will see if I turn on the global limits for recipients per message and set it to limit to 50 by using this code:

Set-TransportConfig -MaxRecipientEnvelopeLimit 50

Microsoft states I the sedning user in voiolation will get a NDR but my question is when will they get it and is there a way to restrict the user from adding more than 50 recipients before the message is sent?
