Unable to save trusted site in IE

I am able to add a trusted site in IE6 and access the site as long as the browser window is open.  When I close the browser and reopen, all previously added trusted sites have disappeared.    I can readd them fine, but they will not save beyond the active window.  Has anyone seen this?

try going into internet options and adding them manually through control panel.

I have done that.  I can add them manually with no problem.  It's just that when I close the browser window and open a new one, the previously added sites are all gone.  It will not save them past the current session.

I am adding them as an admin.  I have not reinstalled IE.

jcimarron:  Thank you for the suggestions.  I will rerun a virus scan; however, this is done daily.  I cannot load or run the ones you suggest as this is a government computer and we are not allowed to use unauthorized software, especially free/shareware.  

That said, the user's browser seems to be working, now.  Am not sure why it didn't work yesterday and is today, but it could be related to a global policy push.
