IR Control Interface

I'm trying to build a web based interface to control my tv, cable box, surround sound, etc through a web page.

Is there any software already created to do this that I can just customize and what hardware do I need to send out the IR signals like it was from a remote?

You can get a USB based universal IR unit which will handle the hardware side.  Its about $50.

As for the web interface part you will need software like Girder which provides a web interface,

It look to do exactly what you are looking for.  Most other programs are just windows apps and probably not too easy to integrate with a web app.

The USBIRT maker does provide a DLL and API for developers.  No idea how easy they pass it out though,  sometimes manufacturers only allow access for commercial development but it never hurts to ask.

Here's a list of a number of other IR units in a comparison chart,

You do want to be sure that the unit you go with can handle the frequency ranges needed for your equipment.
