IIS config service won't start win 2003 smb server

Some type of power event happened over the weekend and when I restarted this server there seem to be some problems.

I have noticed that remote web workplace isn't working properly and the some other components as well.

Anyway in the system log after restart there is an error that IIS Config can't start with this error:

Error parsing XML file. Reason: An invalid character was found in text content.
 Incorrect XML: <!--KLPARBIN -->
ErrorCode           : 0xC00CE508
Interceptor         : 14
OperationType       : Populate
Table               : MBProperty
ConfigurationSource : file:///C:/WINDOWS/system32/inetsrv/MetaBase.xml

So perhaps I can do something with that file to fix this.

I restored metabase.xml from backup and now the iisconfig service is starting.

Now I just need to get the remote workplace running. I don't think IIS is fully started yet.
