I want to have a virtual server that listens in 80 and 443 and another on that listens only in 443 and i want name based virtual server system to be able to distinguish it.

So far i have not been succesful with this either because the name based system doesnt work or because when it seems to work i get an SSL error (record too long).

Is this posible os is there Apache limitations?

Im running Apache2 on Debian Lenny

You can't have multiple SSL sites on the same IP and port.

¿Is there a way to implement this behaviour?

I'm not aware of any. As far as I know there are just two options for SSL sites - different IP addresses or different port numbers.
