Ajax script reference profiler

I am trying to get the script reference profiler to work on composit scripts.  I have downladed the binary file and put the scriptreferenceprofiler.dll in my bin folder.  However I cannot get the script tags to register.  I am sure I am misssing something.  Any help is appreciated.

<microsoft:scriptReferenceProfiler>  This tag does not appear.

I added it to my toolbox (using browse) and it work. (after i drag it it appear under  <cc1:ScriptReferenceProfiler )
I also added a Reference (website add reference ) but i<m not sure you need this.
On withch version of visual studio/visual web developer (Experess or not) do you try to do this?
