VSS takes snapshots of a file or folder for backup purposes.  Volume Shadow copy is also very handy because it helps resolved locked file errors when performing backups.

Sometimes when a backup program is trying to copy a file, Windows won't allow it because the file maybe "in use"

Suppose, you had a document call test.doc and you were editing it in Microsoft Word.  If you had the file open while a backup program was trying to back it up, the program would give you and error saying the file was locked / in use.  Volume Shadow copy helps relieve this by making a copy (or snapshot) of the file in the background.  So when the backup program tries to back it up, it can backup the file made by VSS and not have a problem
