Apart from using the latest JDK, which improves hot code deployment, there isn't much you can do (assuming that when you say "often", it means that you get the error message only with certain types of code changes, not every time you make a change).

I am using JDK pretty much latest 1.6_04.  Often I meant each time...  but I have seen it working a while ago. So there must be something I must make sure to hot deploy.. thats what I am missing.  Or is it that each time I update a class and save while debug is running...  will it deploy change?

There are changes that cannot be hot-deployed, such as changing the structure of a class (adding/removing member variables).
Try making a simple change (code inside a method for instance) and see if that works. Also, try making changes while stopped at a breakpoint.
If none of this works, this means you have not setup your debugging target properly (let me know).
