0x800706BB with windows update

im getting this error from the server if i try a windows update, i can get to thw page where you can choose express or custom then i get the error. If i log onto the server with terminal services i can get past that page but wont install, why cant i get to the updates from the server?
running server 2000

0x800706BB is RPC_S_SERVER_TOO_BUSY.
If your site is using Windows Server Update Services to redirect to a local WSUS server, talk to whoever is in charge of the WSUS at your site.

hi,

it doesnt look like we are using WSUS
 Please change your Internet Explorer security settings
To save changes to your settings for this website, you need to enable userdata persistence for Internet Explorer. Complete the steps below, and then click Change settings to the left and try saving your changes again.
In Internet Explorer, on the Tools menu, click Internet Options.
Click the Security tab, click the Internet security zone icon, and then click Custom Level.
In the Settings dialog box, scroll to the Miscellaneous section.
Under Userdata persistence , select Enable.
Click OK and when the security warning dialog box appears, click Yes.  

thats what i get now, ive enabled it, disabled it then renabled it

any ideas?

0x800706BB (RPC_S_SERVER_TOO_BUSY) indicates a temporary busy offline condition on the server.   I suspect that your changes may not have actually changed the underlying problem.  Rather they were coincidental with the server coming back online.
Error 0x800A0046 can be due to the following:
- The folder "C:\Windows\SoftwareDistribution" has the Hidden property.  (Right click, Properties). Turn off the Hidden property for the folder.
- Fix Group Policy: In Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment.  In the right pane, find "Impersonate a client after authentication".  Add "Adminstrator", "Local Service", "Network Service", and "Service".
You will need to relogon for Group Policy change to take effect for the Administrator account.  You will need to reboot for the Group Policy change to take effect for the service accounts.

This looks like one of those problems where you have to resort to a shotgun approach, trying dozens of different possible fixes.

"The time service encountered an error and was forced to shut down.  The error was: 0x800706BB: The RPC server is too busy to complete this operation."

I am getting this Error. Dont know the resolution for this.

Prior to this I made the below changes in the Registery :

In Registry Editor, went on the below path

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Netlogon
In the details pane, double-clicked DependOnService and added TermService on a new line.

Is this change in any way, the cause for the above error.
