Change file association for all users

I need a way to make it so that all users logging into a server are opening tif files in Document Imaging Viewer.

Is there a way to globally set this, or use a log on script?

In Windows 2000 and Windows Server 2003, information stored in the HKEY_LOCAL_MACHINE\SOFTWARE\Classes registry key still contains global file type associations that are global to all users of the computer

the document says " However, entries that reside in the HKEY_CURRENT_USER\SOFTWARE\Classes registry key take precedence in the event of a duplication. " 
maybe you could get rid of THIS Reg Key using a login script ... and set the association using the HKEY_LOCAL_MACHINE\SOFTWARE\Classes registry

I checked that Microsoft document, and it is not very clear on what keys to enter.  What would I need to setup in or below this key to associate the .tif with office document imaging?
