wdejarn--I do not know if this is helpful or not, but here is a list of references from Google that may help
http://www.google.com/search?q=Stop%3Ac0000135+user.dll&rls=com.microsoft:en-us:IE-SearchBox&ie=UTF-8&oe=UTF-8&sourceid=ie7&rlz=1I7ADBF
I do this because the causes and fixes can be quite varied.  And complicated such as http://www.computing.net/answers/windows-xp/user32dll-was-not-found/124474.html

There was no copy of user32.dll in the c:\windows\system32\dllcache\ location.  I found a copy of it in a $HF_MIG$ SP2QFE folder inside the Windows directory from the recovery console.  I copied it to the system32 folder and it worked like a charm.  Good luck!
