problem in Oracle 10g Enterprise Manager Console

There is a problem while starting dbconsole in IBM AIX here is the error found in Log

I tried creating database using dbca

1) Make sure you are able to connect to sysman and dbsnmp from the sqlplus, may be mentioned accounts are locked.
 
2) Read the follwoing Metalink notes:
Note ID: 270035.1
Note ID: 273758.1
 
3) Recreate the Database Control configuration files:
  1 Set your ORACLE_SID environment variable to the SID of your database
  2 cd to the ORACLE_HOME of your database.
  3 ./bin/emca -x <sid>
  4 ./bin/emca -r

Due to the limitation of attached file extensions, rename the files from 273758.mht.txt to 273758.mht
and 270035.mht.txt to 270035.mht.
270035.mht.txt
273758.mht.txt
