If CreateFile() API fails then what HRESULT value I should return;

The links given above by Masheik and HalfAsleep are not containing _all_ HRESULTS. Already visited by me before.

Surely you understand that any function can return an HRESULT that can have any value desired.  So there cannot possibly be a complete list of all of them.
As to what you should return to the caller if, for instance, in your ActiveX control a CreateFile() API call failed... You can just return
     E_FAIL
and use some other mechanism to provide details of why the ActiveX's functions failed.
