SSRS localhost/reports login failed

I have tried to access http://localhost/Reports and I get the following message.

The permissions granted to user '?????\!?????' are insufficient for performing this operation

I have configured the security settings in IIS for the reportserver to allow anonymous logins, so I am not sure why I should get this error?
