Citrix client drive mapping policy question.

Is it possible to create a policy that would allow only one way traffic for the local client C: mapping  the V: drive, meaning you can only upload from pc to citrix not download from citrix to pc.

You might be able to via GPO. Check out the "Computer configuration\Windows settings\Security settings\File system" level.
