Outlook 2007 getting 80040115 error - message stuck in outbox

I have a remote user that is unable to send an email with a PDF attachment. The attachment is under 1MB and our limit is set to 10MB so I don't think that is the problem. The user has tried connecting via https and connecting through the VPN, both result in the same error. I have tried shutting down Outlook (and verifying that it is stopped in Task manager), recycling IS, and then starting outlook again with the same results.
