Windows not loading fully

After noticing some virus issues when i boot the computer and choose the user it starts loading windows but never fully does. the start menu never show up or does any of the desktop icons. i can get task manager to open but can not get anything else to come up. I did not know if there is a certain virus that needs removed or if a certain file in the operating system needs replaced. I have ran a chkdks /f but still not luck on getting anything to come up in windows. Any suggestions on what to try would be appreciated.

in task manager , if you type explorer.exe , does windows explorer load ?
also if you are able to launch regedit , please make sure the value of the below key is exactly like below
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
and make sure that the value shell is set to Explorer.exe
once done, please download , install & update online Malwarebytes antimalware
allow the program to fix any remaining infections & please post the log .

I used task manager to run explorer.exe then i rebooted in safe mode with networking and ran ComboFix after running this program it must have removed the userinit file, which i had to  replace then i ran unhackme and all seems to be working well.
