Exchange 03: Message stuck in categorizer

Our office uses exchange 2003, when I try to send an email from each of my 3 outside accounts (GMail, Hotmail, and InsightBB-ISP) All but the insightbb comes through.  All messages from insightbb, not just mine, are getting "stuck" in the "message submitted to categorizer" stage.  I have tried all other tasks related to this, everything I have found using Google at least.

I have checked my dns records, I only have one mail server, I do not have a software spam filter (we use an appliance before the mail server) I can get almost every other email from outside.

We do use Trend micro as a software AV.  But it seems that there isn't an email scanner, only scans machines for viruses.  At least I can't find it if there is and email AV filter.  

A little background - I have been hired in to admin an existing system, very little info is available as to what is here or involved in the system.

I guess I was just overlooking something, it seems that the AV (I didn't realize scanned email) had these domains blacklisteed.  Thank you very much!
