exchange server 2003 outbound mail disclaimer

I want to implemet the disclaimer smtp event sink referenced in microsoft  Article ID: 317680. But the documents for an SMTP event sink reference an exchange SDK directory and files.  Where can they be found?

Just be aware that the Microsoft solution is very poor. It doesn't always work, the scenarios where it fails are numerous, it is basically pointless implementing it.
