Mobile?
Then you need invistigate Text to Speach.

For normal sound play of a sound file C:\x.wav

Private Sub btnAudio_Click(ByVal sender As System.Object, ByVal e As System.EventArgs) Handles btnAudio.Click
        My.Computer.Audio.Play("C:\x.wav")
End Sub
