"Service Unavailable" error

I have a web page that refreshes every 5 minutes.  There are 80 people logged into the page. In the background, once every 5 minutes, some php code scrapes information off another web page, and writes it to a Access database.  I have checked to make sure all my database connections are being closed.  Can someone speculate on what could be causing the "Service Unavailable" error?  When users experience it, they hit the refresh button on their browser, and the page appears?!

writing to ms access Db might cause this problem or the server u are requesting contents from is  getting down or has set some limitation.

instead of using ms acess, use with mysql so u will know where is the exact problem

If you really think that is the problem, then I'll have to move to SQL Server, and find someway to get the client to pay for it :-)
