How do i Redirect a Virtual Directory on IIS 7(exterior) to another iis 7 server (interior)

I have 2 servers.
1.  IIS 7 Server (exterior address) and (interior address)
1. Exchange Server, (interior address) with iis 7 running owa

 On that web server, i would like to set up a virtual directory.. so if a customer goes to the default web site/exchange it will redirect them to the interior exchange owa site.  which is located at 192.168.1.3.  

I have seen references to just using web.config file in the virtual directory.  I have also read about using appcmd to edit the applicationhost.config.  

I have even more plans to add things like sharepoint hosting on another server.. is there an easy way to accomplish this.  Seems like a basic request, but for some reason is not clear in iis 7.

Keep it simple.
Create a directory on the server called Exchange and then put a file in the folder called index.htm that redirects.

Do note that it will be a fully redirect, not a proxy, so the OWA server will need to accessible from the client directly.
