Email forwarding to outside email address

We are trying to setup a AD user account to forward email to an outside email address.
Created new user with the outside email address.
Setup forwarding on the Internal email address user and made the forwarding address not visible.
We are getting the emails in the inbox of the internal user, but they are not getting to the forwarding address.
The message delivery history shows:
SMTP Store Driver: Message Submitted from Store
SMTP: Message Submitted to Advance Queuing
SMTP: Started Message Submission to Advance Queue
SMTP: Message Submitted to Categorizer
SMTP:..........
SMTP: Message Delivered Locally to User1@mydomain.com
SMTP Store Driver:Message Delivered Locally to Store to User1@mydomain.com (This account gets its' copy)
SMTP: Message Delivered Locally to user2@theirdomain.com
SMTP Store Driver: Message Delivered Locally to Store to user2@theirdomain.com (this is the outside account that does not get anything)

Apparently the mail isn't even making it to the spam filter on it's way out. So the issue seems to be with the smtp setup in exchange.

replace the user with external email address with a mail enabled contact and it will work
