Problems opening an .oft file in Outlook 2007

Hello.  We are having a strange problem.  We have an .oft file (a saved e-mail with multiple attachemens) set up so that when it needs to be sent, my users can type the to address and send it instead of composing a new one every time.  We were running Office 2003 and this worked fine.  I upgraded one of our terminal servers to Office 2007 at the request of a software vendor that makes another application that runs on this server.  After doing so, when my users try to open this .oft file, they get a message that says this: "The command line argument is not valid. Verify the switch you are using.".  In troubleshooting, I installed Office 2007 on my machine and I am able to open the .oft file without an issue.  I tried uninstalling Office 2007 from the terminal server, rebooting, reinstalling it, rebooting again, and then tested.  I got the same issue.  I have no idea what to do here.  Any ideas?  Any and all help is appreciated.

SP2 is now available that fixes many issues in Office 2007 and issues that were not fixed in SP1.
