Hello shopjd,

Check the shortcut that using to open Firefox. Make sure it is not have an extension to run in Safe Mode.  If it shows something like this:
"D:\Program Files\Mozilla Firefox\firefox.exe" -safe-mode

Delete  -safe-mode

Hope this helps!
