Scroll to anchor on scrollable table but don't scroll page

I have a table with scroll bars.  And when I put an anchor in this table, the browser scrolls to it correctly.  Unfortunately, It also scrolls down the entire page to the top of the table.  This is the problem.  I want the page to stay at the top of the table, and all I want to scroll down is the scrollable table itself.  Let me know if there is a solution.
