In Project Server terms, "Resources" are different from "Users"

Copying my answer from a similar question a few weeks ago:

Resources can be assigned to tasks in a project and can be added to a project when you build a team. (Permissions and some other things come into play here, but generally...)

Users, or Security Users, can log on to Project Server/PWA. (Again, depending on permissions and other settings...)

Typically, 95% or more of your users will be resources, 95% or more of your Resources will be Users. Examples where these don't line up might be helpful in understanding the difference:
Generic Resources are Resources, but not Users, i.e.:
DBA Level II
Sr. Analyst
UI Tester

Executives are sometimes Users but not Resources:
John Smith, VP Planning (Looks at reports and views, but is not assigned to Projects.)

Administrator accounts are usually Users but not Resources: (You don't want these used in projects, but they need access to the system.)
Administrator
ProjectServerService

Moving on to the usual next question, and the answer to your questions:
How do I make a user a resource, or vice versa?
The easiest situation is [...]: you have a user, but they aren't a resource. Go to Server Settings -> Manage Users and click on the name of the user you want to change. In the "Edit User: ..." page, make sure the "User can be assigned as resource" check box is selected and "Save."
This user is now in the resource pool.

If the users are resources but not users, go to the "Resource Center" view in PWA, select the user and then "Edit Details..." On the resulting page you can select a check box labeled "Resource can logon to Project Server" Also check that the user credentials are set properly: the windows account must be correct.

You can also add users in the Server Settings -> Manage Users page.
