Cannot select Custom Action in OL2000 Rules Wizard

After upgrading from Outlook 2000 to Outlook XP 2002 (Professional version) I discovered that the 2002 version doesn't support Custom Action in a mail rule.  I use custom actions to reply to certain messages by activating a template.  Formerly, under OL2000, there was a menu under Select Custom Action which included Activate Template, but it the menu blank in OL2002.  

I uninstalled OL2002 and reinstalled OL2000.  But now, the Select Custom Action dialog menu is blank under OL2000!  Please advise how to recover this function.  Thank you.

Custom Actions in Rules Wizard do not work in Outlook 2002 and this is a known issue:

As custom actions cannot be created by users themselves and are usually results of 3rd party add ins or customizations by C++ Outlook and Exchange Developers.
As you have uninstalled Outlook 2002 and re-installed Outlook 2000 you would need to also reinstall the 3rd party app that created the custom action in the first place.

SlipStick keeps a list of widely used applications that can be loaded as a custom action.

Thank you for your comment.  I had neglected to reinstall the third party application which added in the custom action.
