Is the correct charset defined in the "content-type" header?
Since you probably are using Hebrew characters, this charset will have to be ISO-8859-8 or utf-8, I guess.

For HTML:
<meta http-equiv="Content-Type" content="text/html;charset=utf-8" >

For XHTML:
<meta http-equiv="Content-Type" content="text/html;charset=utf-8" />

Helllo, i had also this kind of problem in firefox ,using hebrew url characters ,so i used
the method encodeURIComponent() in javascript at the .src url link  .
in my case the problem was at the google analytics  script , so i executed the encodeURIComponent()
on the link and the problem solved  :)
hope this will for for u .

in  my case solution:

(function() {
    var ga = document.createElement('script'); ga.type = 'text/javascript'; ga.async = true;
    ga.src = encodeURIComponent(('https:' == document.location.protocol ? 'https://ssl' : 'http://www')) + '.google-analytics.com/ga.js';
    var s = document.getElementsByTagName('script')[0]; s.parentNode.insertBefore(ga, s);
  })();
