When I use the Wizard to create a new report, the subtotals are placed into a group's header.  Is there a way to automatically place them in a group's footer instead?

Automatically no, but if you drag the field in to the group footer from the dataset it's intelligent enough to do the summation for you

Yeah, that's what I do now.  But then the formatting is all wrong.  Is there a file somewhere that controls this wizard?

What benefit do you get out of the wizard anyway?

When I have a report with a lot of fields, it's much easier to use the wizard then typing in those fields names and fields headers.
