dell poweredge 2500 usb storage problem

Hi all,
Im having an issue with a dell Poweredge 2500 running windows 2000 server. I'm trying to install an RD1000 on the system thru a usb 2.0 card. So far I've narrowed it down to the server itself. Ive removed the usb 2.0 card and tried the rd1000 in the server 1.0 usb ports also tried a pny usb flash drive an got the same bsd. 0X0000000A is the error. Ive already flashed the server bios and applied a hotfix, but niether fixed my issue. Pluggung in any other usb device except storage and the system works like it should. Any Ideas are welcomed.

I would check to see if there is new drivers for the hardware.
Next i would try a usb powered hub.

Found out problem is with the power edge 2500 chipset it will only see keyboard and mouse not storage devices.
