How to globalize a vb.net application

I have a vb.net application, which is used globally. But the reports are in english only. I want the content of the reports to be displayed in the language of the country used. The application is not on the web ie. not an asp. And we are using proxies to access the database.
Please tell me the basics from where to start and how to go about globalizing this application.
