Whats an upstream provider and peer?

I'm applying for a large amount of IP addresses from my webhost. One requirement is to,

1. List all upstream providers and peers.

Aren't they the upstream provider or not?

Upstream Provider refers to the company whose network you use when you send out uploads
eg: Data going OUT of Westnet.
Peers: these are all the people who are connected to you and are exchanging data with you
