Could not start the Network DDE service

I'm attempting to use winchat.exe on a local network.  It requires Network DDE service.  When trying to start Network DDE service get an Error 1068: The dependency service or group failed to start.  How can this be fixed?

Start the "Network DDE DSDM" service first.
Then start "Network DDE"
