Create a Help Documentation on the fly

Hi experts,
I have a English Dictionary Database. The dictionary is not like normal dictionary so I would like to create a Help Viewer like interface(executable program) for students. I could use some programs like Microsoft's "HTML Help Workshop" but it is hard for me to cut and paste all words, all meanings and the index data because there are 80.000 words in the dictionary. I would like to make it on the fly BY CODE (C#,VB). Is it possible? Could any one help? Which program you recomment?

I have also look for Microsoft Sandcasle but I learned that it is for Applications that we made Comments and DOC in the code.
NOTE: I have Delphi, Visual Studio on my copmputer;
           I could write the code by C#, Delphi, VB;
           and could use MS SQL Server, Access DBMS s
