Is there a way to set how long the chat history is maintained on the Group Chat server for OCS?  If yes, is that functionality also available to the Chat Room Managers (end-users)?

One way -- As the GS Admin using the Group Chat Administration Tool : On the Office Communications Server tab of the System Wide view of the Group Chat Server Configuration Tool, in General Settings, you can enable or disable the compliance logging in System Wide view, on the Compliance tab, by selecting or clearing the Enable Compliance Logging check box. In most cases, the logging should be enabled.

Chances are you will want to create categories and groups to be a bit more granular in your settings.
